Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the introduction of a new 28-point plan for resolving the conflict appeared – temporarily – to have been contained. A American diplomat spoke of "substantial progress" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: an extensive attack of missile and drone strikes on Kyiv.
The Rhythm of Negotiation and Warfare
The succession of opposing developments captured the harsh reality of the current period. By day, political struggles are conducted: optimistic declarations are released from various governments. Immense energy is devoted on containing specific proposals. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".
Nighttime Reality
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track projectile deployments from enemy soil, a ability enabled by timely intelligence. From vantage locations, military aircraft that had been scrambled to engage hostile cruise missiles flew past – advanced fighter aircraft delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense engaged: defensive missiles fired to intercept a hostile projectile. This was a modern interception technology at work, presumably provided by allied countries. Every launch creates sudden vibrations, causing tremors. The brief panic quickly transforms into sober acceptance: possibly the hostile projectile won't strike its target this time, preventing destruction from ruin and further power outages.
Ongoing Risks
Not long after, a heavy machine gun engaged a unmanned aircraft close by, part of a rapid response unit – probably imported technology. Sadly, the shots failed to hit the opposing UAV – it continued its flight toward its destination.
With pauses, this continued until dawn. Kyiv greeted the early updates: several casualties, destruction and heating outages in numerous residences as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on external assistance – a dependence that regional partners are demonstrably unable to substitute in the immediate future.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and international summits.
Every new initiative from US leadership follows the same pattern: a political offensive against Ukraine, which Kyiv, with other European capitals, effectively counters. They stabilise the situation but never actually secure success. This cycle will, no doubt, persist.
Strategic Calculations
It is convenient to criticize certain parties of consistently pushing Russian terms. But that does not seem to be the entire situation. Washington functions according to a premise familiar among international relations experts: you cannot secure via talks what you have lost on the battlefield. The US administration assumes that it is unfeasible to force Russia to relinquish the areas that it already controls in Ukraine's occupied territories.
The problem is that while acknowledging this situation, Washington does nothing to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is convinced that the clock favors them – that Ukraine and its supporters are approaching exhaustion. Their motivation to agree to terms that does not give them the largest achievable advantage is almost completely absent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains completely certain in the conclusion.
On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing civilians and areas but preventing a complete military breakdown until situations evolve in its favour.
Existing Situation
Factually, there are no actual prerequisites for a ceasefire. Now, individual motivations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and the government's dual difficulties – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their priority does not switch to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains quite doubtful that this will change their overall approach.
These two forces are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to terminate the proposed articles of the most recent proposal. Forceful and unpredictable management of the matter by Washington, resistance by Ukraine and the remaining European nations, along with pacifying measures of negotiators, and finally, recent disclosures, all served their function.
While new plans based on previous concepts are forthcoming, Kyiv, London and other allied nations should arrive at a critical understanding: Ukraine and Europe will only be able to counter political attacks from Washington that are founded on Moscow's terms and reflect specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, neither external pressure nor military threats will be able to break them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the coming months, largely rely on continued Western support.
