The Former President's Progressive Alarm Overlooks The Continent's True Threat: Economic Decline.

The recent US national security strategy presents a flawed view of the European Union. It claims that unrestrained immigration and what it terms "progressive" agendas represent an existential threat to European civilization. Yet, this argument rests on a fundamental misreading of the reality. The actual challenge confronting Europe is not cultural but economic and technological backwardness.

A Glaring Growth Gap Between the US and Europe

The data paint a sobering contrast. From 2008 and 2023, US GDP grew by 87%, compared to a mere 13.5% increase for the EU. Over this time, European income per person dropped from 76.5% to just half of the American figure. Remarkably, even the poorest US state now has a higher per capita income than several leading European economies like France and Italy.

Currently, about 50% of the world’s 50 largest tech companies are US-based, while a mere four are from Europe.

The Innovation Deficit: A Critical Question

The growing economic gap is driven by superior productivity growth in the United States, fueled by technological innovation and better use of resources. The landscape of global tech dominance is decidedly American. In the last fifty years, 241 US firms have grown into companies valued at over ten billion dollars, compared with just 14 in the European continent.

This disparity prompts a pressing issue: As the competition for tomorrow's sectors like AI, semiconductors, and fusion energy, what is the EU positioned? Experts widely agree it is essentially a contest between two involving the United States and China, with Europe entering at a significant disadvantage.

Underlying Factors of the Continent's Technological Lag

Several major reasons account for this innovation chasm.

  • Venture Capital: The US boasts a far deeper and agile system for funding startups. The EU still lacks a true capital markets union, which limits the growth potential of emerging companies.
  • Regulatory Fragmentation: Excessive and fragmented rules hinder European business. A American entrepreneur can introduce a product under one set of laws to access a consumer base of hundreds of millions. The European Union, despite a larger population size, is divided among twenty-seven separate regimes, creating huge internal barriers.
  • Cultural Attitudes: Attitudes toward entrepreneurial failure differ sharply. In parts of Europe, business failure was once met with penalties, whereas in the United States, it is often considered a valuable lesson.
  • Defense Spending: The US benefits from a deeply integrated academic-military-industrial complex. Europe's chronic underinvestment in military capabilities has weakened its capacity for breakthrough innovation.

A Path Forward: Reasons for Hopefulness

Despite these hurdles, one can find reasons for hope. Policymakers are increasingly aware of the severe threat and have started to propose serious reform. Notable reports on European competitiveness and the internal market highlight the need for major reforms.

With the right incentives and regulatory reforms, these assets could support far greater levels of commercial innovation.

The continent retains significant strengths: skilled workforce, excellent education systems, and world-class research institutions. Alongside a vast domestic consumer base and high savings rates, these foundations could trigger a surge of venture creation.

Importantly, even if Europe does not take the lead in creating next-generation tech, it can still significantly increase productivity by adopting and adapting innovations from other regions.

A Critical Juncture

Europe now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". So far, the continent's slide in innovation has been steady. However, without bold steps to tackle its deep-seated problems, today's slow erosion could turn into a rapid and permanent loss of global economic relevance.
